  • Does contract TOD signing cost private businesses appreciably more?
    NO - Actually States or Provinces that establish equitable business rates will have little or no variance to private industry. Contract TOD signing does cost businesses more when compared to rates established in existing State or Province operated programs; however, the State or Province rates are not generally established to recover all costs.

  • Why do some States or Provinces charge only a minimum rate per year?
    Many States or Provinces establish a business rate that is exclusive of amortization, bonding, insurance, taxes, and other hidden costs.

  • Have rules, regulations, RFP’s, and contracts been previously developed for contract TOD signing?
